New Delhi, July 31: Technology giant IBM and Indian AI startup Sarvam have announced a strategic partnership to accelerate the development and adoption of sovereign artificial intelligence (AI) solutions in India, with a focus on government agencies, public sector organisations, and regulated enterprises.
The collaboration aims to demonstrate and pilot AI solutions for critical areas such as citizen services, grievance redressal, document processing, and administrative workflows. By combining IBM’s global AI capabilities with Sarvam’s India-focused AI technology, the partnership seeks to build secure, scalable, and locally relevant AI solutions.
Under the initiative, IBM’s Sovereign Core platform will be integrated with Sarvam’s India-first sovereign AI stack, which includes reasoning models and multilingual language and voice AI technologies developed in India.
The joint offering is designed to help organisations adopt AI while maintaining greater control over data management, governance, security, and compliance, in line with India’s regulatory and operational needs.
As part of the partnership, IBM and Sarvam will support AI adoption through innovation pilots, solution development, technical guidance, and knowledge-sharing programmes. The initiative aims to help institutions explore practical AI applications while addressing challenges related to deployment, security, and responsible use.
The IBM GovTech AI Innovation Center in Lucknow will serve as a joint incubation and demonstration hub, allowing government departments, public sector organisations, and enterprises to test and evaluate sovereign AI solutions before expanding them on a larger scale.
Highlighting the importance of sovereign AI, IBM said the focus is not only on where AI systems operate but also on ensuring organisations have control over how AI is governed, deployed, and managed.
Sarvam said its AI stack is designed to support India’s diverse linguistic landscape, enabling citizens to access digital services and resolve grievances in their own languages through voice and language-based AI solutions.
The partnership marks a significant step towards strengthening India’s AI ecosystem by bringing together global technology expertise and homegrown innovation to develop trusted, secure, and inclusive AI solutions.
